I need a good freeware to sort, organize and rename digital photos for a digital photo frame slide show?

Okay, so I organization tries many different file formats and management tools from Cnet (FileRenamer, RenameIt, and a few others). All open files in the same order that they display in my folder (sorted by name) and there is no way to move images around and change the order before the renaming. Ultimately, What I want is a program where I can organize my pictures in my own particular order, but not by date, name or other sorting criteria. I have 200 photos of family members and I want to be able to mix and to a slideshow with randomized images of my choice. The other problem is the Digital Photo Frame that I put the photos on only a "Sort by Name" feature, so he plays the order files in the file name. I started manually numbering of the images but that is cumbersome and it must be like this 1, 10, 11, 12,13,14,15,16,17,18,19, 2, 20, 21, etc. Can anyone help with a program that it can do this?
