Which die cut machine makes scalloped note cards?

I ordered some scalloped note cards online in 2″ and 3″ and I would like to make my own however I have no idea what machine makes these cards whether it is the Cricut or the Cuttlebug or something else. I want to also make some tags in shapes of flowers and other scalloped looks. Can anyone tell me what machine will help with all of these things?
